From Construction Contracting to Investment-Construction-Operation Integration: Transformation Path and Practice of China's Overseas Railway Projects
Abstract
Against the backdrop of accelerated global layout of the railway industry and the "going global" strategy of China's railway central enterprises shifting from construction contracting to the whole industrial chain extension, investment-construction-operation integration has become the core path for overseas railway projects to break through low value-added competition and achieve high-quality development. Taking investment-construction-operation integration of overseas railway projects as the research object, this paper analyzes the limitations of the traditional construction contracting mode combined with the technical characteristics of high-speed railway engineering and the pain points of railway project operation and management. It constructs a three-dimensional transformation framework of "capability-benefit-governance", and extracts five core capability construction paths including railway investment and development, railway operation and maintenance management, industrial chain integration, risk control and project financing. The feasibility of the transformation mode is verified through two benchmark cases of China-Laos Railway and Jakarta-Bandung High-Speed Railway. The research shows that investment-construction-operation integration can realize the coordinated development of railway technology export, operation income appreciation and industrial linkage along the lines, and provide a replicable practical scheme for the transformation of China's overseas railway projects.
