Optimize land resource allocation, coordinate urban-rural land use planning, and promote ecological conservation and development
Abstract
Land resources serve as both the foundational carrier for urban and rural development, industrial layout, and public service allocation, as well as a critical support for food security, ecological safety, and regional coordinated development. Against the backdrop of simultaneous advancement in new urbanization, rural revitalization, and ecological civilization construction, the traditional land use model dominated by incremental expansion can no longer meet the demands of high-quality development. Issues such as extensive utilization of urban and rural construction land, increasing pressure on farmland protection, ecological space encroachment, and insufficient planning coordination have gradually emerged. This paper analyzes the coordinated development of land resource allocation, urban and rural land use planning, and ecological conservation, elucidating their practical foundations and inherent logic. It examines the current primary challenges and proposes optimization pathways from aspects including planning integration, rigid control, stock revitalization, ecological restoration, and collaborative governance, aiming to provide references for enhancing land use efficiency, promoting urban-rural integration, and safeguarding ecological security.
